ABSTRACT
There have been students with special needs for as long as there have been children. Although our public schools were set up to educate students based on their perceived needs, for centuries this was done in a one size fits all model. While there always were excellent teachers who tutored or provided extra help to their students who were struggling, formal deliberate programs for meeting the needs of individual learners are still relatively young in the life of education.
