ABSTRACT

The City of Honolulu’s website needed a makeover-a big one. The quote from a local software developer detailed a two-year $9.3 million project. When local citizens, a few of whom knew a bit about web development, caught wind of the price tag they had some obvious choices: sit back and watch $9.3 million in local taxes go to waste (and wait two years for the website to be completed) or take to social media and start a movement of outrage to force the city to take a closer look at the excessive cost. They chose neither option. Instead, they “hacked” the system.
