ABSTRACT

The Fulton Committee was set up in 1966 to 'examine the structure, recruitment and management, including training of the Home Civil Service, and to make recommendations'; it reported two years later in 1968. The management of staff was centred in the departmental Establishment Divisions under the direction of an Establishment Officer, who was primarily a personnel administrator carrying out a necessary activity, but this was not the whole picture. One of the major initiatives to improve staff management as a result of the Fulton Report was the introduction of the 'new personnel management package'. The main aim of the 'personnel management package' was to see that the information generated by the three procedures was available to personnel officers in Personnel Divisions to assist in career planning and career progression. In most departments the estimates of promotability influence a Civil Servant's promotion chances, although how this occurs will depend on the departmental procedures.
