ABSTRACT
Legislation that has made its way through Congress and been enacted into law is a major source of public policy for our country, but it is not the only one. Although only members of Congress can actually introduce bills, public policy can be influenced at many other stages of the process by presidents, administrators of govemment agencies, and the courts.
