ABSTRACT
In this chapter, we consider the wider debates that influence attempts to reconcile social and economic development in the EU. We shall discuss ways in which policy shifts towards 'activation' and towards alternative constructions of education, training, employment, and guidance coincide with influential ideological positions. These relate to questions about the place of employment and unemployment within the world economy, and responsibilities of the state to both.
