ABSTRACT
The objective of this final chapter is the construction of a set of guidelines that should assist decision-makers and all the other stakeholders involved in community development when planning for the development, relocation and organisation of higher education institutions. These guidelines are bound to be valid in all situations, but we also wish to indicate specific courses of action to be taken in the different cities studied.
