Agni launch, Dr AJP Abdul Kalam, then the head of the IGMDP, in reply to a question on its nuclear capability stated: 'It can also carry nuclear warheads. In India we are not making nuclear warheads. We provide thecarrierand the policy makers decide how to use it'.
