ABSTRACT
Radio frequency issues deserve special consideration for two significant reasons. Firstly, because the spectrum and the geostationary orbit constitute a limited natural resource which must be used efficiently and economically, they are subject to stringent international telecommunication regulation.1 Secondly, because of the need to accord the navigation system the highest degree of protection against harmful interference from any other radio source.2
