ABSTRACT
Asaninstitution,theGShasconsistentlysoughtnewandincreasinglyusefulwaysto contributetoastableinternationalorderinthepost-coldwarera.Traditionally,ithas contributedbyactingasacatalystforthepeaceandsecurityagendasofother internationalforums(suchastheUnitedNations,WorldBank,andtheInternational MonetaryFund,tonameafew).Inrecentyears,however,theGShasdirectedits securityfocustowardthedevelopmentofaninternationalconflictpreventionregime thatincorporatestheparticipationandutilisationofallrelevantinternationaland regionalactors.Althoughthisnewfocusonconflictpreventionischaracterisedby whatDavidMalonecalls'ahighlevelofabstraction'inChapter4,itssustained emphasiswithinthesummitprocesshasdonemuchtohighlighttheuniqueand beneficialabilityoftheGStoprovideimpetustoavarietyofconflictprevention processeswithinother,morediffuseorganisations.
