ABSTRACT
Under the Acts, the Secretary of State for Employment has power to establish Industrial Trainng Boards by making industrial training orders, though he may not do so until he has consulted representative associations of employers and employees in the field concerned. Such consultations are carried out on his behalf by the Manpower Services Commission.
