ABSTRACT
In the post-conflict period Mozambique's cities were caught up in a crime wave, which the police seemed unable to control. Such was the extent of rising crime, especially in the capital, Maputo, where several expatriates were killed in late 1996, that donor countries (such as Switzerland, Germany and Spain) threatened to freeze their aid unless the Government showed a firmer commitment in the fight against crime.
