ABSTRACT

The first statement regarding Program Affordability Management in Chapter 1 of this book is: ‘no program will ever be conceived without a credible analysis of alternatives.’ It is important to consider the technical and business options in any proposal, bid or response to a Request for Proposal (RFP). However, it is all too common for organizations to present their traditional offering without bearing in mind what alternatives could be considered, this is especially important when budgets are tight and funding difficult.
