Thelastfewyearshaveseenadramatic transformationintheenvironment-development debate.Thequestionbeingaskedisnolonger "Dodevelopmentandenvironmentalconcerns contradicteachother?"but"Howcansustainabledevelopmentbeachieved?"Allofasudden thephraseSustainableDevelopment(SD)has becomepervasive.SDhasbecomethewatchwordforinternationalaidagencies,thejargonof developmentplanners,thethemeofconferences andlearnedpapers,andthesloganofdevelopmentalandenvironmentalactivists.Itappearsto havegainedthebroad-basedsupportthatearlier developmentconceptssuchas"ecodevelopment" lacked,andispoisedtobecomethedevelopmentalparadigmofthe1990s.
