ABSTRACT

ThischapterelaboratesthecaseoftheMarkandeyaCooperativeHousing Society(MCHS)inDharavifromaninstitutionalperspective.Itfocuseson howtheredevelopmentoftheMarkandeyaprojectwasimplemented,the rolevariousinstitutionsplayedintheimplementation,howtheroles changed,andwhy.TheinstitutionalactorsinvolvedintheMarkandeya projectincludethecommunitycooperative,theNGO-Societyforthe PromotionofAreaResourceCenters(SPARC)-privatemarket-actorsand Stateagencies.Thekeyfindinginthechapteristhatinanenvironmentof decentralizeddecision-makingandcontrol,thepossibilityofdisagreements andsocialconflictislikely.Andtheoccurrenceofconflictcanleadtothe decentralizedactorsdemandingforcentralizationfromtheStatefor conflictresolution.Thenarrativeinthischapteralsoemploysalensof decentralization/centralizationtoanalyzetheinstitutionalarrangementsthat werestructuredtofacilitatetheimplementationoftheslumredevelopment strategyinMumbai.
