ABSTRACT

The previous chapter focused on labour market intervention in New Zealand. The focus in this chapter shifts to England, where New Labour, like the Labourled Coalition, is keen to facilitate transitions into employment and training. A key element in New Labour's strategy is the introduction of the Connexions Service and the creation of a new youth worker known as a Personal Advisor (PA). These comprise a 'front line' of support for young people. Connexions aims to facilitate learning and employment by giving young people aged between 13 and 19 years the advice and support needed to make transitions into training and employment. For those with disabilities and learning difficulties, the service is available until the age of 25.
