The people of 'fabaristan were partly pagans and partly Magians. Al-Maa<udi remarked that there were people in the mountain regions of Da.ylamin who were ignorant of all established religions.2 Islam was first propagated in +abaristan in the beginning of the second century Hijra by the Arab governors who were all Sunnis.
