ABSTRACT

The Conference expresses the hope that the competent organs of the United Nations should decide, in the event of military action being taken in implementation of the Charter, to ensure application of the provisions of the Convention by the armed forces taking part in such action. The Conference expresses the hope that each of the High Contracting Parties, on acceding to the Convention, should set up, within the framework of its constitutional and administrative system, a national advisory committee consisting of a small number of distinguished persons. Even though the resolutions adopted by the 1954 Hague Conference are not mandatory, they are a useful demonstration of the spirit in which the authors adopted the Convention and the Protocol. The Committee should be under the authority of the Minister of State or senior official responsible for the national service chiefly concerned with the care of cultural property.
