ABSTRACT
Reference was made in Chapter 1 to the emphasis placed on management control by the writers of the Classical and Scientific Schools of Management. Fayol defined control in terms of ensuring that events happen in accordance with plans and policies, for instance on time and within budget. Organization hierarchies were conceptualized as instruments or structures of control.
