ABSTRACT
The international community has increasingly recognized the importance o f criminal justice reform programs in postconflict reconstruction in the Balkans, Africa, and Asia.1 In these soci eties, where crime and political violence are deeply connected, civil unrest undermines efforts to establish stable governing institutions, and weak criminal justice institutions ensure that this destabilizing spiral will continue.2 Reform programs identify and address weaknesses ofjustice institutions through training and technical assistance, and international prosecutors (IPs) are brought in when local prosecutors are unable or unwilling to handle sensitive cases.
