ABSTRACT
This chapter outlines the application of the PIAF framework to the local
authority’s information about older users and services as part of the
construction of key indicators of performance. As performance indicators need
to be developed in context, the starting place was the social services
department’s aims for its services for older people. Many of the wider aims of
the department have already been described in Chapter 4. This chapter
provides a sharper focus by bringing together these aims within the analytical
framework described in the last chapter. Using this framework, and following
the information review described earlier, a small development group of staff in
the social services department was involved in a series of intensive meetings to
devise appropriate indicators as described in Chapter 4.
