ABSTRACT
Aviation can play a special and critical role in developing countries. In many places, road and other surface transport networks are limited or nonexistent, while limited investment in airstrips and infrastructure can provide access to markets and links to the rest of the world for both passengers and cargo. However, many developing countries and regions face severe economic conditions and public budget constraints that make even rudimentary aviation development a major challenge.
