ABSTRACT
A large-scale project is often monolithic – that is, everything is invested in one project infrastructure: one way of working, one set of relationships between supplier and client, and one set of tools and processes. Similarly, big programmes generate huge momentum which makes it difficult to change direction suddenly or react to unexpected problems.
