ABSTRACT

Regardless of their nature and why they were established, PPPs are fragile creatures –

their long-term success will depend upon the creation of mutual confidence between

the partnership and the individual partners. Partnerships are the creatures of the

partners and it is therefore essential that they should never be seen to challenge the

role of the partners but should be seen as adding value. Furthermore, it takes time to

gain that confidence – even if the negotiations to establish a PPP have gone very well it

cannot be assumed that the partnership will enjoy the full confidence of the partners

from day one.
