ABSTRACT

Since drug abuse is driven by both demand and supply, it is necessary not only to control production and distribution of drugs, but also to aim at slowing the pace of growth of the drug market by reducing consumer demand. Programmes to reduce illicit demand for drugs must take into account a vast range of factors that influence people’s tendencies to take drugs and must attempt to change attitudes and behaviour by tackling all environmental variables in a comprehensive manner.
