ABSTRACT

The ultimate goal of both supply and demand reduction strategies is the same: to minimize or eliminate the use and abuse of illicit drugs. If that goal is attained, the development of substance use disorders and the health and social problems associated with them will also be reduced. Since the supply of and demand for illicit drugs are inextricably connected, programmes aimed at reducing the drug problem should be integrated, complementary and mutually reinforcing rather than isolated or competing activities.
