ABSTRACT
At that time, the Rijnmond region was on the threshold of a number of farreaching developments and many choices had to be made. The strain on the environment was still far too great in this region despite the considerable efforts which had already been made. Spatial quality as well as environmental quality is subject to both threats and opportunities. There was a demand for sufficient high-quality housing, nature reserves and recreational facilities.
