ABSTRACT

Firstly there is a problem with regard to content: Which environmental aspects are relevant to a certain location in terms of densities, energy, sound or greenery? How do you weigh them up and which measures and standards belong with this? When looking for answers to these questions, the planner in a country like The Netherlands, with lots of activities in a small area, encounters the dilemma of the compact city: building in and onto a city at regional level means gain for the environment because vulnerable nature and open space are spared and because automobility is reduced. On the other hand, building in the city means at local level that there are high noise levels and soil and air pollution. Sustainability, quality of life and ecological quality appear to clash with each other. Environment versus the environment: a framework for making deliberations seems necessary. What do you count as being the most important in which cases?
