ABSTRACT

No training programme will be optimal from the start; the training process is much too complex and our knowledge too limited. A good design, however, may offer an advantageous starting position. During implementation and delivery of the training programme, much can be improved by applying revisions and modifications. This requires a systematic approach in which evaluation is an integral part of training programme development. In many respects, evaluation can be viewed as a continuation of the design process, the main difference being that empirical evidence enters the process. Like design, evaluation is an iterative process. For this reason alone, it is important to consider during design what will be evaluated and how this will be achieved. This not only focuses the design process but also enables one to take into account facilities required for evaluation.
