Measures were taken relating to army health, contagious diseases and retrenchment in the native army. He also started to think of a native army hospital corps. This stirred Florence Nightingale into action. She probably felt that the time had arrived once again to have a go at army sanitation. Ripon had been her colleague and confidante in the War Office. Now she wanted to revive the old comradeship and get things going again. Ripon's measures of decentralisation and the introduction of an elective indigenous element at the municipality level created an opportunity for Florence to lobby for another subject close to her heart. Ripon also reorganised the Sanitary Department throughout India and made it a separate department. The vaccination and registration of vital statistics were brought under its control. Ripon had already earned the displeasure of the Anglo-Indian community in India by repealing the Vernacular Press Act.
