Ripon's measures of decentralisation and the introduction of an elective indigenous element at the municipality level created an opportunity for Florence to lobby for another subject close to her heart. Ripon also reorganised the Sanitary Department throughout India and made it a separate department. The vaccination and registration of vital statistics were brought under its control. Ripon had already earned the displeasure of the Anglo-Indian community in India by repealing the Vernacular Press Act.
