ABSTRACT
City Challenge, as a regeneration initiative, was administered and managed by the central government via the Department of the Environment (DoE). At the regional level, officials from the Government Offices had direct responsibilities for the City Challenge Partnerships in their respective regions. It was the regional officials who arranged the mid-year and annual review meetings, and it was their responsibility to brief the relevant ministers and the DoE of the progress of the Partnerships. The views of the officials from the DoE and the regional Government Offices would help to triangulate evidence regarding the experience of the officers in Bradford and Hulme, and to reflect the government's thinking regarding monitoring and evaluation. It has to be pointed out that the interviewees were not presenting the government's viewpoints during the interviews, but were sharing their own experience and observations about City Challenge as an initiative in general, and Bradford and Hulme as specific examples of local partnerships.
