ABSTRACT

This chapter discusses the Three Gorges resettlement policy change and the possible causes for policy change. It describes the points under the Impoverishment Risks and Reconstruction model (IRR) to structure the issues that have emerged in the Three Gorges resettlement process. The development of human resources would also be important for the future development of the Three Gorges reservoir area. As one of the solutions to the problems in the resettlement process, the Chinese authorities have chosen to move one-third of the rural population out of the reservoir area to other provinces in the country. The basic principle of the resettlement regulations from 1993 and the edited version of 2001 is that resettlement policy is carried out according to the central authorities' unified leadership, responsibility according to province, and takes counties as a basis. The IRR model is intended as a tool for decision-makers to anticipate risks and as a guide to reconstruction of livelihoods for the resettled people.
