CT in its own right, but can also act in the name of third parties before the courts in individual constitutional review claims. The Ombudsman can propose changes to laws, decrees and non-judicial resolutions regarding human rights issues. It can promote the adoption of international norms regarding human rights and oversee their corresponding implementation. It can also monitor whether the state meets its commitments regarding recognition of and respect for legal pluralism. Finally, the human rights Ombudsman's office informs the public about rights issues, and provides advice and guidance on legal and administrative processes.40 The Ombudsman presents annual reports of its activity to Congress. These to date, in contrast to reports submitted by other public agencies, reflect a commitment to transparency in how it operates, and an endeavour to report and collect data on the work and findings ofthe Ombudsman's office.
