Enforcement is also a problem that taints consumer law is developed legal systems. The Enforcement Concordat sets out principles of good enforcement. In the UK central government involvement on consumer protection is divided between the Department of Trade and Industry (DTI) and the Office of Fair Trading (OFT). General enforcers are the OFT, every local weights and measures authority i.e. Trading Standards Departments and the Department of Enterprise, Trade and Investment in Northern Ireland. The infringement must be of a provision specified by the Enterprise Act 2002 Order 2003. This currently lists 43 statutes affecting England and Wales. Trading Standards Departments are found within local authorities. There is one in each unitary authority. The internet shows how transnational co-operation has to be at the international and not just the European level. Positive steps are being taken to allow the enforcement structures to match up to the challenges of the modern market place.
