ABSTRACT

The same procedure used to include organizational aspects into safety assessment could be used for aspects such as safety culture and the extra-organizational influences on the culture (e.g. via regulatory issues). So far, only self-assessments of the utilities are considered as an effective approach to address safety culture (e.g. IAEA-INSAG 13). However, self-assessments need a reference (e.g. to decide whether important safety aspects are missing). By including such aspects into the scope of a PSA enhances the safety management and makes risk monitoring more effective.
