ABSTRACT

This paper was originally developed for a workshop on human rights in the Human Rights Centre, University of Essex. I am particularly grateful to Kevin Boyle, Michael Freeman, and Onora O'Neill for their comments on an earlier draft. The paper was also given as a seminar at Birkbeck College, London, where Paul Hirst and colleagues provided generous criticism. I would also like to thank Joe Foweraker, Michael Harloe, Karen Lane, Gordon Marshall, Ray Pahl, Robert Stones and Ian Taylor for advice on earlier versions of this analysis of the relationship between citizenship and human rights. However, I am finally responsible for the contents of the article.
