ABSTRACT

This chapter explores key enabling activity (human resources), which like information communications technology (ICT) is also critical to supporting core intelligence processes (tasking and coordination, collection, analysis, production, and evaluation). It also explores the critical role IC leaders will need to play in addressing evolving workforce planning issues against the backdrop of an ever increasingly complex technological and security environment. The chapter focuses on workforce planning issues as they relate to the recruitment, training, and retention/attrition of analysts. Managing retention and attrition is the third and final workforce planning issues. Retention and attrition of course are linked but not the same thing. The chapter highlights some of the governance issues as they relate to human resource planning. As with developing better recruitment, training, and education strategies, IC leaders can look to and collaborate with external researchers from organisational psychology fields, sociologists and intelligence studies that can bring cross-disciplinary perspectives on the retention and attrition issues.
