ABSTRACT

This chapter specifies and estimates the model system that represents the process of adoption of telecommuting. It analyzes the employer's and the employee's model systems separately. The model that explains the employee's decision to adopt telecommuting, given that a program is offered, consists of two parts: the program choice and the telecommuting adoption decision. The employer's decision process is modeled in two stages: program design and program offering decision. In the program design stage, the employer selects the combination of attribute values that best fits her/his motivations to consider telecommuting, given her/his situational constraints. The employee's decision process is modeled in two parts: program choice and program adoption decision. The probability of an employee choosing a program offered by the employer increases as her/his preference for the program increases. The results of subsequent estimates indicate no significant differences in behavior between employers of organizations located in congested and non-congested areas, as far as the program design is concerned.
