ABSTRACT

The Louisville Division of Police created a policy prohibiting the use of profiling in December 2000. The policy included a definition of profiling, procedures for collecting data during traffic stops, supervisor responsibilities, training reporting, and disciplinary procedures. This policy defined profiling as the

targeting of people based solely on their race, ethnicity, gender, sexual orientation, religion, socioeconomic status, or disability; or a process that motivates the initiation of a traffic stop, detention, and/or other law enforcement activity based solely on an individual’s actual or perceived race, ethnicity, gender, sexual orientation, religion, socioeconomic status, or disability, or other characteristics attributed to an individual as a member of such group; or making discretionary decisions during the course of an enforcement activity based upon race, ethnicity, gender, sexual orientation, religion, socio-economic status, or other characteristics attributed to an individual as a member of such group.
