ABSTRACT

This introduction provides an overview of the key concepts discussed in the subsequent chapters of this book. The book digs into the connection between the executive and administration. The link between them explains how administrators are not merely managerial entities asked to carry out preformed decisions. The book explores how they can be controlled and channeled through other executive characteristics. It shifts gears and looks at how a legislative orientation may inform administrators in making uncertain choices. The book focuses on the judicial facet. In particular, a series of Supreme Court tests, called levels of scrutiny, are employed to examine the executive actions of administrators. The book concludes by returning to the notion of what it means for administrators to be accountable in a constitutional republic, especially when they are put in exigent positions.
