ABSTRACT
During my tenure as director of the Department of Railroad Affairs I had the opportunity of becoming well acquainted with Alexander Ageevich Abaza, the chairman of the Department of State Economy of the State Council, 1 a major figure in government at the time and, of all the men I have ever met in government service, the one with the greatest common sense. Unfortunately, he had a weakness for gambling, a matter to which I shall return.
