Following the completion of my cabinet at the end of October I had to part with three of the members of my cabinet—Manukhin, Kutler, and Timiriazev. The first two had to leave because of pressure from the right, exerted through General Trepov. The third had to leave because of a scandal resulting from the reappearance of Father Gapon. First, S.
