ABSTRACT
On July 17, 1907, Izvolskii, our foreign minister, signed a convention with Japan delimiting our respective spheres of influence in the Far East. This was his first step toward rapprochement with Japan, and it was in the spirit of what I had tried to do at Portsmouth.
