Soviet Nationality Policy in the 1920s

The period from 1922 (roughly the time when Lenin became incapacitated by illness) to the end of the 1920s was a key formative period for Soviet nationality policies. During that period Stalin was rising to absolute power, but was still tied to Lenin’s vision of federalism for the nations of the reconstructed empire, a vision more egalitarian than his own.
