Therehasbeenmuchattentionfocusedonthelengthof the1980srecovery--thesecondlongestinthepost-war period--andthelengthofthe1990srecession--thelongestofthepost-warperiod.However,itisthecharacter ratherthanthedurationofthesephasesofthebusiness cyclethatisimportanttonote.AsdescribedinChapter3, theincidenceoflow-wageworkgrewoverthe1980sand expandedfurtherintheearly1990s.Thischapter describesthegrowthofothertypesoflabormarket distress.
