ABSTRACT

Medler is the largest school district in the state, with a total enrollment of 48,300 students, 109 schools, 3,600 teachers, and a total staff of 6,800 employees. This also makes Medler the third largest governmental entity in the state. The choice of strategies selected by Medler will be greatly affected by the decisions of the nearby city, county, and special districts to ask the voters for additional tax support in the next election. The American system of government was born out of a concern for the power to tax without representation. Levying taxes and spending the taxpayers’ hard-earned money is one of the most fundamental and important functions carried out by public administrators. Administrators and policy makers need to work as a collaborative team.
