ABSTRACT
This chapter clarifies a host of issues that arise with the purchase of housing. The discussion is framed by two questions: (1) What is the cost of housing? and (2) Is one better off buying or renting? Addressing these issues, the chapter discusses housing markets, prices, tax rules, and mortgages.
