ABSTRACT
OneofthedefiningfeaturesofChina'spoliticalsystemhasbeenthe preeminentroleoftheChineseCommunistPartyinthepolitical,economic,andsocialrealms.WhiletheCCPmaintainsamonopolyonlegitimatepoliticalorganization,twodecadesofreformhaveweakened itscapacitytomonitorandcontrolthebehaviorofnotonlythevast majorityofitscitizensbutitsofficialsaswell.Whiletheparty'sgrowingirrelevanceineverydaylifemaybenefiteconomicandsocialprogress, itisalsoharderforthepartytomaintainpoliticalstabilityatthelocal
level.Thepartyfacesthechallengesofpartybuildinginthedynamic privatesector,ofmaintainingitscontroloverthenewlyformedeconomicandsocialorganizations,andtoforestallsocialdemandsforpo-
liticalchange.Itssuccessinfacingthesechallengesmaydeterminehow
wellitcancopewiththeprospectsofrisingunemployment,displaced labor,stagnantorfallingstandardsofliving,andthegeneraluncertainty createdbytheinitiationofanewsetofreformsatthe15'hPartyCongressin1997,andultimatelywhetheritcanpreserveChina'spolitical stabilityatatimeofrapideconomicandpoliticalchange.
