ABSTRACT

As the population of the border region increased, and as industries expanded there, environmental conditions deteriorated. Much of the border region is arid or semiarid, and many of the border cities have to import water. Wastewater treatment and solid waste disposal have been substandard. In many instances untreated sewage and industrial waste have been discharged into rivers. Hazardous waste has often been dumped into the environment without sufficient treatment or safety measures to protect groundwater supplies.
