ABSTRACT

Since they were first passed in 1916, U.S. antidumping laws have been subject to nearly constant amendment in order to reflect new conditions, respond to new problems, and comply with new international agreements. The Uruguay Round provided the most comprehensive revision of antidumping laws to date; in response to the Uruguay Round, the United States has implemented and is implementing literally hundreds of separate changes in its antidumping procedures. Still, pressure for change continues as new provisions are implemented, old legislative battles continue, and conditions change.
