ABSTRACT
Until recently, a high school diploma was all many workers needed to support a traditional middle-class standard ofliving. Increasingly, however, a high school education is not enough. Fewer high-wage jobs remain for high school graduates, and even many workers with college educations face the prospect of stagnant wages. This is a fundamental change in the economy. Although government is not the cause, it has the ability and the responsibility to improve the way Americans are educated and trained so as to mitigate this adverse trend.
